The Association of European Coeliac Societies (AOECS) welcomes the acceptance of a petition submitted by Esther Roger, Director General of SMAP (Catalan Coeliac Association), by the Committee on Petitions of the European Parliament.
“This represents a constructive development in the ongoing efforts to address the inequalities that individuals with coeliac disease face across the EU, often due to misconceptions and a lack of awareness. We appreciate the initiative taken by Esther Roger, Director General of one of AOECS’s member organisations, in bringing forward this petition,” said Veronica Rubio, Secretary General of AOECS.
The petition presents a comprehensive overview of the challenges faced by people with coeliac disease and proposes the establishment of a European Framework Directive on Coeliac Disease. Key recommendations include:
- A standardised European diagnostic protocol;
- Financial coverage of a gluten-free diet as a medical treatment;
- Mandatory training for healthcare professionals on coeliac disease;
- Establishment of a European observatory for coeliac disease;
- Fiscal frameworks and financial incentives for gluten-free food producers and distributors to help reduce consumer prices;
- Direct subsidies and support mechanisms for individuals with coeliac disease;
- Enforcement of Directive 2006/123/EC to ensure the availability of safe gluten-free options in public catering, including schools and restaurants;
- Enhanced compliance with EU Regulations 1169/2011 and 828/2014, particularly within the hospitality sector;
- Creation of a “common gluten-free bread” category in Spain, subject to a reduced VAT rate of 4%.
The acceptance of the petition provides an opportunity to raise awareness and foster dialogue on the needs of the coeliac community across EU Member States. AOECS will continue to follow developments and contribute to efforts aimed at improving conditions for people living with coeliac disease in Europe.
